Page 2301 July 6, 2006 Harlem City Hall Present: COUNCILMEMBERS: Mayor Scott Dean, Councilman Tom Blalock, Councilwoman Robin M. Root and Councilman John Thigpen; STAFF: City Manager Jean R. Dove and City Clerk Debra E. Moore; ABSENT: Mayor Pro tem Rudolph Dixon and City Attorney Barry Fleming. VISITORS: Buck Story, Polly Clary, John McClellan, Ben Turnipseed and Daniel Cason. The Hearing was called to order by Mayor Dean at 6:00 p.m. The Invocation was given by Councilman Blalock. The Pledge of Allegiance was led by Councilman Thigpen. Mayor Dean announced that the purpose of this meeting was to receive any public comment on the 2006 tax mill rate. The rate for 2006 is 5.42%; this is the same rate as the last four years. The total taxes levied for 2006 is $197,842.00; an increase of 11.11% over last year. The increase is due to the increase of property values. Mayor Dean opened the floor for any questions or comments; being none Mayor Dean announced that the next hearing was scheduled for 9:00 a.m. on July 17, 2006 and the final hearing and approval would be at 6:00 p.m. that evening. The Hearing was called to order by Mayor Pro tem Dixon at 9:00 a.m. The Invocation was given by Mayor Pro tem Dixon. The Pledge of Allegiance was led by Councilman Blalock. Mayor Pro tem Dixon opened the meeting announcing that this is the second of three required hearings on the tax mill rate for 2006. The rate is 5.42% and has not changed in the last four years. There is an increase of $19,775.00 or 11.11% over last year; this increase is due to the increase in property values and annexations. Mayor Pro tem Dixon opened the floor for any public comment or questions; being none, Mayor Pro tem Dixon called for a motion to adjourn the hearing; that motion was made by Councilman Blalock; 2nd by Councilwoman Root. The Hearing was called to order by Mayor Dean at 6:00 p.m. The Invocation was given by Mayor Pro tem Dixon. The Pledge of Allegiance was led by Councilman Blalock. Mayor Dean announced that this was the third of three hearings required on the Tax Mill Rate for 2006. The tax rate for 2006 is 5.42%. The total taxes levied for 2006 are $197,842.00; this is an increase of $19,775.00 over last year. The increase is due to the increase in property values and annexations. Mayor Dean opened the floor for any public comment and/or questions; being none, Mayor Dean called for a motion to accept the tax mill rate of 5.42% for 2006; that motion was made by Mayor Pro tem Dixon; 2nd by Councilman Thigpen. Motion carried; all in favor. Mayor Dean called for a motion to adjourned the hearing; that motion was made by Mayor Pro tem Dixon; 2nd by Councilwoman Root. Motion carried; all in favor.
