Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Robin M. Root, Councilman Tom Blalock, Councilman Rudolph Dixon, and Councilman John Thigpen; City Administrator Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Drew DeMott. VISITORS: Rosemary Dixon, Daniel Cason, Bobby Newman, Kathy Ham and Ann Blalock.

The work session was called to order by Mayor Dean at 6:30 p.m.

The Invocation was given by Councilman Dixon.

Planning & Zoning Request for Larry Prather-Robert Newman- Mr. Newman reported that the request to change from an R-1A to a PUD was approved unanimously by the Planning & Zoning Commission. Mayor and Council will need to approve at the Council meeting. There was some question as to whether to pave the sidewalks to the curb or not. Public Work Director Cason responded that either way would not be any problem for his department. The new regulations require that the sidewalks be a foot and a half off the curb.

Quarterly Meeting Date- City Administrator Dove reported that this meeting is with Mayor and Council and the Department Managers. This was an item from the Retreat in November 2004; Council wanted to have meetings to see where each department stood on their budgets and goals for the year. The date has tentatively been set for July 5, 2005 from 9-12 at the Library. Council is to check their calendars for any conflicts.

Park Project Update- Mayor Pro tem Root and Public Works Director Cason gave a brief update on the progress at the City Park.

Other- Mayor Dean reported on the Veterans Day Breakfast; he has received nothing but good comments.

Harlem City Hall

The City Council of the City of Harlem, Georgia met for the Regular Meeting on Monday, June 13, 2005 at 7:00 p.m. at the Laurel and Hardy Museum with Mayor Scott Dean presiding.

Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Robin M. Root, Councilman Tom Blalock, Councilman Rudolph Dixon, and Councilman John Thigpen; City Administrator Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Barry Fleming. VISITORS: Larry Prather, Steve Brown, Rosemary Dixon, Daniel Cason, Amanda Cash, Kathy Ham, Jerry Baldwin, Dana Koester, Valerie Rowell, and Franklin Jennings.

The meeting was called to order by Mayor Dean at 7:00 p.m.

The Invocation was given by Councilman Dixon.

The Pledge of Allegiance was led by Councilman Blalock.

Approval of Minutes- Mayor Dean called for a motion to approve the Minutes of the May 16, 2005 Regular Meeting; that motion was made by Mayor Pro tem Root; 2nd by Councilman Dixon. Motion carried; all in favor.

May Reports- The following departments gave reports for the month of May 2005:

UNFINISHED BUSINESS:

Park Project-Walking Track- Public Works Director Cason gave a report on the project. He has signs, wheel stops, etc. ordered. He is working with Charlie Beale of the Columbia County Recreation Department on the marking of the parking lot and placement of posts along the track.

Annexation- Mayor Dean asked for a report from City Administrator Dove on any current annexation requests. Ms. Dove reported that she has been working on the Knox Road area. The owner of the last piece of property located on the left side of Knox Road signed up. She reported that if she can get the property owner at the dead end of Knox

Annexation (cont’d)-

Road to sign up, we would have the 60% needed to annex the right side of the road into the City. Ms. Dove reported that 2nd Mt. Moriah wanted their new property located on Appling Harlem Road annexed into the City and have already signed their paperwork and turned in a plat of their property. Ms. Dove reported that P&Z Director Bobby Newman was in contact with the new property owner of the first property in Campbell’s Crossing about annexation but he had not reported back to her at this time.

Other- There was none at this time.

NEW BUSINESS:

Planning & Zoning Recommendation-Prather Property- Mayor Dean reported that Council had received a recommendation from the Planning & Zoning Commission to approve the request of Larry Prather to rezone his property located on Highway 78 from R1-A to a PUD. Mayor Dean called for a motion to approve the recommendation; that motion was made by Councilman Dixon; 2nd by Councilman Thigpen. Discussion-there was a question on the sidewalks of whether to pave to the curb or leave the foot and a half as required by the new regulations. Public Works Director Cason responded that his department would work with whatever was decided. He was told by P&Z Director Newman that a Resolution could be done that would require that the property owners to maintain the foot and a half between the curb and the sidewalk. Councilman Blalock concurred. Mayor Dean stated that we would leave the sidewalks with the foot and a half area between the paving and curb. Motion carried; all in favor.

Resolution-GEFA Loan Sewer Rehab Project- Mayor Dean reported that the Resolution is for the $1.8m loan from GEFA for the sewer rehab project that will be paid back using the 2006-2010 SPLOST funds from Tier I that have been designated for Water and Sewer Projects ($1.4m). Mayor Dean called for a motion to approve the Resolution; that motion was made by Councilman Thigpen; 2nd by Councilman Blalock. Discussion-Mayor Dean reported that this is the final piece to get the consent order completely removed from the books in the EPD file. There was a question again on the repayment of the funds. Mayor Dean responded that the loan was a 20-year loan and that it would be paid back with the SPLOST funds that will be received from 2006-2010; $1.4m have been designated for Water and Sewer in Tier I and this will be used totally for this project. Motion carried; all in favor.

Public Comment- City Attorney Fleming presented Mayor Dean with a $500.00 from CSX to the Harlem Foundation.

Executive Session- Mayor Dean called for a motion to adjourn to Executive Session after a five minute break; that motion was made by Mayor Pro tem Root; 2nd by Councilman Dixon. Motion carried; all in favor. The meeting adjourned at 7:20 p.m. Executive Session convened at 7:30 p.m.

Mayor Dean called for a motion to adjourn Executive Session; that motion was made by Councilman Dixon; 2nd by Mayor Pro tem Root. Motion carried; all in favor. Executive Session adjourned at 7:43 p.m.

Mayor Dean called for a motion for him to sign the Affidavit affirming that one legal issue and one personnel issue was discussed and that no final decisions were made; that motion was made by Councilman Blalock; 2nd by Councilman Thigpen. Motion carried; all in favor.

Mayor Dean called for a motion to adjourn the meeting; that motion was made by Councilman Dixon; 2nd by Councilman Thigpen. Motion carried; all in favor. The meeting adjourned at 7:45 p.m.
