Work Session Notes Page 1 May 5, 2005 Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Robin Root, Councilman Tom Blalock, Councilman Rudolph Dixon, and Councilman John Thigpen; City Administrator Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Barry Fleming. VISITORS: Rosemary Dixon, Ann Blalock, Daniel Cason, Kathy Ham, Ann Smith and Sharon Smith. The work session was called to order by Mayor Dean at 6:30 p.m. The Invocation was given by Councilman Dixon. The Pledge of Allegiance was led by City Attorney Fleming. Park Project-Mayor Pro tem Root-Mayor Pro tem Root gave an update of the ongoing project. This included ideas for a sign for the park. She has asked for ideas from the high school students who have worked on the ideas for the project. She has submitted a list of items that she feels need to be done at the park. Councilman Blalock suggested prioritizing the list. Mayor Dean asked Council to review the list over the weekend and bring back their lists to Council. Proclamations: a. Joe Miles b. VFW Loyalty Day & 50th Anniversary of the Korean War Mayor Dean reported that Council will need to approve the proclamations at Monday night’s Council meeting. Planning & Zoning Request-Raymond Washington-Mayor Dean reported that the Planning & Zoning Commission is unanimously recommending the rezoning request of Mr. Washington. His property is located at the corner of Lamkin Road and Highway 78. The property is adjacent to business property and residential property owned by Mr. Washington. Ordinance-Jake Brake-The purpose of the ordinance is “To prohibit activation or use of an engine braking, except in an emergency situation.” Council will need to have the first and second readings and approve the ordinance. Fire Contract-Mayor Dean reported that City Administrator Dove is requesting Council to vote to not renew the fire contract with the County for fire service. The County is requesting we provide them with a budget for fire services for next year; we are currently having problems with this year’s. Mayor Dean is recommending that the County protect the County and we will protect the City. Councilman Thigpen requested that we put them on notice that we will not be renewing the contract. City Administrator Dove responded that she was asking for Council’s approval to do this. Councilman Dixon asked about the use of our water lines and water usage; the County says they will take Work Session Notes Page 2 May 5, 2005 Fire Contract (cont’d): care of but have not so far. Maintenance on the hydrants need to be considered; costs to charge the County need to be considered as well. City Attorney Fleming and Councilman Blalock both suggested that the County should make a proposal to the City first for a contract. Mayor Dean stated that if City Administrator Dove hears from the County between now and the Council meeting on the 16th, she was to reflect the proposal to them and then we would officially adopt it at the Council meeting. Annexation-Mayor Dean reported that we have several pieces of property coming up for annexation. The Price’s of Harlem-Wrens Road have signed. With the cessation of fire service, it might be more incentive to annex in for those close to the City limits. The City owns the corner lot at Campbell’s Crossing; we need to bring it in; this will open up the annexation of the properties located in Campbell’s Crossing. The first property next to this lot has already expressed interest in annexing into the City. Quarterly Meeting Date-This has been set up for Tuesday, May 31 from 9:00 – 12:00. Reminder-Council meeting changed to Monday, May 16, 2005 Other-Mayor Dean asked the Smith’s to attend the meeting. This is concerning the property located at the corner of South Louisville Street and Stone Street. He asked them to come to express their views and concerns. This was to add some strength to the “Demolition by Neglect” portion of the new Planning & Zoning ordinance. The Smith’s placed complaints of dead animals, unkempt yard, stray animals, disrepair of the home located on the property, etc. Mayor Dean responded that the property owner would be sited for failure to keep their grass cut, etc. He explained what would be done under the new ordinance. When the new ordinance is in place, we would be able to proceed with the “Demolition by Neglect”. Mayor Dean thanked the Smith’s for their input. The meeting was closed at 7:00 p.m. Debra E. Regular Meeting, City of Harlem, Georgia Page 2226 May 16, 2005 Harlem City Hall The City Council of the City of Harlem, Georgia met for the Regular Meeting on Monday, May 16, 2005 at 7:00 p.m. at City Hall with Mayor Scott Dean presiding. Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Robin M. Root, Councilman Tom Blalock, Councilman Rudolph Dixon, and Councilman John Thigpen; City Administrator Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Barry Fleming. VISITORS: Julie Miller, Polly Clary, Rosemary Dixon, Daniel Cason, Jerry Baldwin, Mike Rorick, Raymond Washington, Franklin Jennings, and Valerie Rowell. The meeting was called to order by Mayor Dean at 7:00 p.m. The Invocation was given by Councilman Dixon. The Pledge of Allegiance was led by Public Safety Director Jerry Baldwin. Approval of Minutes-Mayor Dean called for a motion to approve the Minutes of the April 11, 2005 Regular Meeting; that motion was made by Councilman Thigpen; 2nd by Councilman Dixon. Motion carried; all in favor. Dove UNFINISHED BUSINESS: Park Project-Mayor Dean reported that at the Work Session it was requested that a prioritization of the list she presented to Council be done and turned into her. He has asked that it be done within the next couple of days; he has already turned his in. Fire Contract-Mayor Dean reported that the County wants a proposal from the City for fire services for the year 2006. Mayor Dean reported that Councilman Thigpen had a motion he would like to make at this time. Councilman Thigpen made a motion that we present to the County that we would provide fire service in the unincorporated areas that we currently serve for the tax dollars they collect in that area and not a penny less; 2nd by Mayor Pro tem Root. Discussion-Mayor Dean reported that City Administrator Dove had been in contact with Pam Tucker; Ms. Tucker has requested a proposal from the City. Motion carried; all in favor. Annexation-City Administrator Dove reported that she had met with P& Z Director Bobby Newman after the work session to discuss the 60/60 rule on annexation. They sat down and assigned each other calling to do. She did not bring any annexation to Council tonight for approval other than the City piece of property; she did not know if they wanted to include this in the 60/60 to get the Campbell’s Crossing area for next month. Also, we should have the area on past Dr. Murphy’s property; the corner of Campbell’s Crossing and the big acreage for next month. They have laid out a game plan. Other-There was none at this time. NEW BUSINESS: Planning & Zoning Request-Raymond Washington requested that his property located at Highway 78/278 and Lamkin Road be rezoned as follows: Tract “A” From: R1-A Residential .92 acres To: B-1 Business Tract “B” From: R1-A Residential .92 acres To: R-3 Residential The Planning & Zoning Commission unanimously recommends the request of Mr. Washington. Mayor Dean called for a motion to approve the rezoning request of Mr. Washington; that motion was made by Councilman Thigpen; 2nd by Councilman Dixon. Motion carried; all in favor. Mayor Dean called for a motion to place a 180 day moratorium on any new R-3 zoning requests so we can get the new Planning & Zoning guidelines in place before we have any new requests; that motion was made by Councilman Blalock; 2nd by Council Thigpen. Motion carried; all in favor Proclamations-Joe Miles; VFW Loyalty Day & 50th Anniversary of Korean War; James Fulcher-Mayor Dean called for a motion to approve the proclamations for Joe Miles, VFW Loyalty Day & 50th Anniversary of Korean War; that motion was made by Councilman Blalock; 2nd by Mayor Pro tem Root. Regular Meeting, City of Harlem, Georgia Page 2228 May 16, 2005 Continued from page 2227 NEW BUSINESS (cont’d): Proclamations (cont’d): Mayor Dean reported that the Proclamation for Mr. Fulcher would be presented to his family at the Red, White and Blue Day at Patriots Park on May 28. The purpose of the Proclamation was to name Saturday, May 28 as “Red Fulcher Day” in Harlem in honor of his valiant service to his country, his civic service to his community and dedication to the Harlem Volunteer Fire Department. Mayor Dean called for a motion to approve the Proclamation as read; that motion was made by Councilman Dixon; 2nd by Councilman Thigpen. Motion carried; all in favor. Jake Brake Ordinance-1st and 2nd Reading-Mayor Dean reported that this is an ordinance to prohibit activation or use of an engine braking, except in an emergency situation. After some discussion with City Administrator Dove, there is a change to be made in Section 6 Penalties. The change will be “fined not less than $500.00 or more than $1,000.00”. Mayor Dean called for a motion to approve this as the 1st and 2nd reading of the ordinance and to approve the change in Section 6 Penalties as stated; that motion was made by Councilman Thigpen; 2nd by Councilman Dixon. Motion carried; all in favor. Council Meeting Location-Mayor Dean reported that due to the renovations being done at City Hall, we would need to hold the Council meetings at another location until it is completed. Mayor Dean called for a motion to use the Laurel & Hardy Museum for the Council meetings until the renovations are completed; that motion was made by Councilman Blalock; 2nd by Mayor Pro tem Root. Motion carried; all in favor.
