Work Session Notes Page 1 May 11, 2006 Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Rudolph Dixon, Councilman Tom Blalock, and Councilman John Thigpen; STAFF: City Manager Jean R. Dove, City Clerk Debra E. Moore and City Attorney Lee Bennett; ABSENT: Councilwoman Robin M. Root; VISITORS: Rosemary Dixon. The Work Session was called to order by Mayor Dean at 7:00 p.m. The Invocation was given by Mayor Pro tem Dixon. The Pledge of Allegiance was led by Mayor Dean. TE Project: Mayor Dean reported that we will have a bid opening on June 1 at 2:00 p.m. at City Hall; this will be on Phase I of the project. City Manager Dove has received the first of the paperwork for Phase II of the project. Water Sources: · Springs-The water has been tested and it came back good. The next step is to drill a test well to determine how much water the springs will produce. · Well on Louisville Road-City Manager Dove is arranging to have a water test and drill test done. · City of Thomson-City Manager Dove reported that she met with Mr. Chassman on Tuesday and he is to get back with us in two weeks on this project. Mayor Dean reported that the second meeting on the bond issue for the County is coming up. He is hoping they will consider his proposal so that we can run a waterline to complete the loop from G.R. Tucker Road to Old Blythe Road to Harlem Wrens Road. Mothball Ordinance: City Attorney Bennett reported that City Attorney Fleming is still reviewing and making changes to the draft. Mayor Dean would like to vote on the ordinance in June. Councilman Blalock asked for verification on whether any items will be “grandfathered” in; the response was no there would not be any “grandfathered” in items. A copy of the ordinance will be mailed to the property owners and they will be given a time limit to be in compliance. City Hall Expansion: City Manager Dove reported that she has met with the architect twice. This is another item that was on Mayor Dean’s request on the County’s bond issue. We will keep working forward on this item; if his request is turned down we will look for other funding. Landfill: City Manager Dove reported that we received the closure certificate on Monday from EPD.
Work Session Notes Page 2 May 11, 2006 Other: Mayor Dean let Council know that if they received any questions on the exterior of the Dollar General building (metal), brick will be placed over it. Councilman Blalock announced that he will have a conflict with the June Work Session. City Manager Dove to check with Councilwoman Root about her dates for vacation; Mayor Dean will also be out of town on that date. Council will look at the possibility of changing June’s Work Session to the same day as the Council meeting. Regular Meeting, City of Harlem, Georgia Page 2294 May 15, 2006 Harlem City Hall The City Council of the City of Harlem, Georgia met for the Regular Meeting on Monday, May 15, 2006 at 7:00 p.m. at Harlem City Hall with Mayor Scott Dean presiding. Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Rudolph Dixon, Councilman Tom Blalock, Councilwoman Robin M. Root, and Councilman John Thigpen; STAFF: City Manager Jean R. Dove, City Clerk Debra E. Moore and City Attorney Barry Fleming; VISITORS: Rosemary Dixon, Valerie Rowell and Public Works Director Daniel Cason. The meeting was called to order by Mayor Dean at 7:00 p.m. The Invocation was given by Mayor Pro tem Dixon. The Pledge of Allegiance was led by Mayor Dean. Approval of Minutes: Mayor Dean called for a motion to approve the Minutes of the April 10, 2006 Regular Meeting and the April 17, 2006 Called Meeting as written; that motion was made by Councilman Thigpen; 2nd by Mayor Pro tem Dixon. Motion carried; all in favor. Department Reports: The following departments gave reports for the month of April 2006: Public Works Department Daniel Cason, Public Works Director Fire Department Scott Dean, Mayor Police Department Scott Dean, Mayor Industry, Trade and Tourism Department Scott Dean, Mayor Planning and Zoning Department Scott Dean, Mayor Administrative Department Jean Dove, City Manager Mayor Dean announced that starting this month we will start having a report from the Planning and Zoning department. The report will show information on the number and kind of building permits issued by the department for the prior month as well as an update on work going on with the subdivisions and other projects the department is involved in. UNFINISHED BUSINESS: Mothball Ordinance: Mayor Dean reported that City Attorney Fleming made several changes and would like Council to review and be prepared to having the readings and final approval in June. Other: There was none at this time. NEW BUSINESS: TE Project Phase II-Memorandum of Understanding: Mayor Dean reported that we have received the first of the paperwork for Phase II of the TE Project. Mayor Dean called for a motion to approve his signing of the Memorandum of Understanding for Phase II of the TE Project; that motion was made by Mayor Pro tem Dixon; 2nd by Councilman Thigpen. Motion carried; all in favor. The Work Session will start at 6:00 p.m. with the Regular Meeting starting immediately after the adjournment of the Work Session. That motion was made by Councilman Blalock; 2nd by Councilman Thigpen. Motion carried; all in favor. City Attorney Fleming made the announcement that the Governor signed a grant for $40,000.00 for the Theatre.
