Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Robin M. Root, and Councilman Tom Blalock; City Administrator Jean R. Dove, City Clerk Debra E. Moore and City Attorney Drew Demott. ABSENT: Councilman Rudolph Dixon and Councilman John Thigpen. VISITORS: Daniel Cason, Steve Abbott, and Donnie Head

The Work Session was called to order by Mayor Dean at 6:30 p.m.

The Invocation was given by Councilman Blalock.

The Pledge of Allegiance was led by Mayor Pro tem Root.

Steve Abbott-Georgia Forestry Department-Mr. Abbott presented a proposal to Council called “Tree City USA”. He is asking for the City to become a Tree City USA. We would be the first in Columbia County. There are four requirements for the designation:

1. A Tree Board or Department must be formed (concerned citizens).

2. A Tree Ordinance would need to be passed (protection of the trees).

3. Develop a Community Forestry Program (budget of $2.00 per person [capita]); include limb removal, take down diseased trees, etc.

4. Arbor Day observance.

The City currently participates in items three and four. If the City receives the designation there would be signs put up; a tree city flag would be put up and they would receive a walnut plaque.

Councilman Blalock commented that Council had previously thought about and talked about this project in the past but that not much was done with it.

Update on Projects:

A. Sewer Pond-Approve Additional Funding on Pond Liner-Geo Tech was at the pond today; they will return Monday, November 8, to finish testing; all the dirt is gone to Columbia County; grass has been sewn. Council will need to approve the proposal for additional funding needed for a Temporary Drain Tile at the pond.

B. Update on Discharge allocation for Plant-John McClellan is working on.

C. Shady Grove-There is two easements left and they should be resolved Monday.

D. TE Project-The appraisals are currently being worked on; will need to get easements.

Retreat-City Administrator Dove reported that everything had been set up but that there was a possibility of some changes in the scheduled times.

One-Way Traffic-West Trippe Street-There will be a Resolution for Council to approve. The is to establish a one-way direction on West Trippe Street during the morning and afternoon at the back of Harlem Middle School for the drop off and pick up of students.

Resolution-Retired Teachers-Council will need to approve a Resolution designating Sunday, November 14, 2004 as Retired Teachers Day.

December Work Session Date-Council members Dixon, Root, and Thigpen will not be available for the regular scheduled work session; Council to approve changing it to prior to the regular scheduled Council meeting at 5:30 p.m. on December 13, 2004.

Other-City Administrator Dove reported that enclosed in Council’s packets was a schedule of the 3rd Grade tour for November 19.

Mayor Pro tem Root reminded everyone about the Miss City of Harlem Pageant this weekend at 6:00 at the High School. She also reminded everyone about the nominations for Citizen of the Year for 2004; forms are available.

Mayor Dean gave congratulations to Mayor Pro tem Root and Councilman Blalock on their re-elections.

City Administrator Dove reminded everyone about the ribbon cutting for Attic Treasures at 9:00 a.m. this Saturday.

Mayor Pro tem Root reported that she and her family had taken the defensive driving class today; she recommends that everyone attend. The class was given by the Local Government Risk Management Services.

The meeting closed at 6:55 p.m.

Harlem City Hall

The City Council of the City of Harlem, Georgia met for the Regular Meeting on Monday, November 8, 2004, at 7:00 p.m. at City Hall with Mayor Scott Dean presiding.

Present: COUNCILMEMBERS: Mayor Scott Dean, Mayor Pro tem Robin M. Root, Councilman Tom Blalock, Councilman Rudolph Dixon, and Councilman John Thigpen; City Administrator Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Drew Demott. VISITORS: See attached list.

The meeting was called to order by Mayor Dean at 7:00 p.m.

The Invocation was given by Councilman Dixon.

The Pledge of Allegiance was led by Councilman Thigpen.

Mayor Dean called for a motion to amend the Agenda under New Business to include Nextel Authorization; that motion was made by Councilman Blalock; 2nd by Councilman Dixon. Motion carried; all in favor.

Approval of Minutes-Mayor Dean called for a motion to accept the Minutes of the October 12, 2004 Regular Meeting as written; that motion was made by Councilman Dixon; 2nd by Councilman Thigpen. Motion carried; all in favor.

Special Presentation-Mayor and Council and the City of Harlem presented a plaque of recognition to Senator Joey Brush for his contributions to the City by his service in the Senate.

Ms. Doris Belcher-Retired Teacher’s Proclamation-Mayor Dean presented Ms. Doris Belcher with a proclamation that designates Sunday, November 14, 2004 as Retired Educators Day.

Employee of the 3rd Quarter 2004-Mayor Dean and Public Works Superintendent Cason presented Clinton Raiford of the Public Works Department with a Certificate of

Employee Recognition (cont’d):

Recognition as Employee of the 3rd Quarter for 2004. He was presented with a $100.00 savings bond.

UNFINISHED BUSINESS:

Project Updates:

a. Sewer Pond-Approve Change Order-The work has already been completed; this is retroactive, need formal approval. Mayor Dean called for a motion to accept the change order for the temporary drain tile for the pond bottom; that motion was made by Councilman Blalock; 2nd by Councilman Dixon. Motion carried; all in favor.

b. Update on Discharge Allocation for Plant-Some progress has been made. This has now become a priority for them for the City.

c. Shady Grove/McArthur Drive Sewer Project-Contractor is working on both sides of town. They are starting to make their way into the inner sections of Shady Grove.

d. TE Project-Waiting on approval on construction plans; need to get right of way acquisitions; after all are acquired get attorney certification, and then we can go to bid.

e. GEFA Project-The application has been assembled; two items are needed for the Evelyn Street pump station-Panel (having continuous problems) and a portable by pass pump; estimated costs of $10,000.00 to $15,000.00 for the panel.

Other-There was none at this time.

NEW BUSINESS:

Adopt Ordinance Designating One Way Traffic-West Trippe Street-1st and 2nd Readings-The one-way will run from N. Hatcher to W. Boundary on W. Trippe Street (back of Harlem Middle School). The time period will be from 7:00 a.m. to 8:00 a.m. and 2:00 p.m. to 3:00 p.m. Monday thru Friday. The public must have at least a 30 day notice before it can be enforced. Mayor Dean called for a motion to approve the Ordinance and to waive the time limit for the second reading and include that reading at this time; that motion was made by Councilman Thigpen; 2nd by Councilman Blalock. Motion carried; all in favor.

December Work Session Date-Mayor Dean reported that several of the Council members would be unable to attend the regular Work Session for the month of December. Mayor Dean called for a motion to change the work session for December to prior to the Regular Council Meeting at 5:30 p.m. on December 13, 2004; that motion was made by Mayor Pro tem Root; 2nd by Councilman Thigpen. Motion carried; all in favor.

Public Comment-There was none at this time.

Other-Nextel Authorization-Nextel has made an offer to pay the City $700.00 a month to put a cell receiving and transmitting tower or piece on the Sawdust Road water tower. Mayor Dean called for a motion to approve this offer; that motion was made by Councilman Blalock; 2nd by Mayor Pro tem Root. Discussion-Engineer McClellan made a recommendation that we co-ordinate with Utility Service for the placement, etc. City Administrator Dove reported that they would be and that Nextel would be getting in touch with Turnipseed to get copies of the plans on the water tank. Motion carried; all in favor.

Mayor Dean called for a motion to adjourn the meeting; that motion was made by Councilman Dixon; 2nd by Mayor Pro tem Root. Motion carried; all in favor.

The meeting adjourned at 7:38 p.m.
