The City Council of the City of Harlem, Georgia met for the first of three required property tax hearings on Monday, October 19, 2009 at 9:00 a.m. at Harlem City Hall with Mayor Pro tem Dixon presiding.

Present: COUNCILMEMBERS: Mayor Pro tem Dixon, Councilman Tom Blalock, and Councilwoman Robin M. Root; STAFF: City Manager Jean R. Dove and City Clerk Debra E. Moore; ABSENT: Mayor Robert W. Culpepper and Councilman John Thigpen; VISITORS: None.

The Hearing was called to order by Mayor Pro tem Dixon at 9:00 a.m.

The Invocation was given by Mayor Pro tem Dixon.

The Pledge of Allegiance was led by Councilman Blalock.

2009 Tax Rate: City Manager Dove reported to Council that the M & O Digest for the year 2009 was $51,499,974.00. The Millage rate is at 5.35 mills for a total of $275,525.00. This is an increase of $23,191.00 or 9.19% increase over last year. The increase is due to the property value increases, new homes and annexations. There is no increase to the Millage rate; this is the 3rd year at the 5.35 mills.

Public Comment: There was none at this time.

Being no further business before Council, Councilman Blalock made a motion to adjourn; 2nd by Councilwoman Root. Motion carried; all in favor. The Hearing adjourned at 9:05 a.m.

The City Council of the City of Harlem, Georgia met for the second of three required property tax hearings on October 19, 2009 at 6:30 p.m. at Harlem City Hall with Mayor Robert W. Culpepper presiding.

Present: COUNCILMEMBERS: Mayor Robert W. Culpepper, Mayor Pro tem Rudolph Dixon, Councilman Tom Blalock, Councilwoman Robin M. Root and Councilman John Thigpen; STAFF: City Manager Jean R. Dove and City Clerk Debra E. Moore; VISITORS: Fred Fischer, Mike Rorick, Robert Fields, Scott Johnson and Franklin Jennings.

The Hearing was called to order by Mayor Culpepper at 6:30 p.m.

The Invocation was given by Mayor Pro tem Dixon.

The Pledge of Allegiance was led by Mayor Culpepper.

2009 Tax Rate: City Manager Dove reported that the Millage rate for 2009 is 5.35 mills. The M&O Digest is $51,499,974.00; total taxes $275,525.00. There is an increase of $23,191.00 or 9.19% over last year. The increase is due to new homes and annexations. We have not increased the Millage rate for this year.

The third and final hearing is scheduled for October 26, 2009 at 6:30 p.m. with a Called Meeting at 6:45 p.m. for the approval of the Millage rate.

The Work Session was called to order by Mayor Culpepper at 6:35 p.m.

HPC-Phil Turner: This item was moved to the Regular Meeting due to Mr. Turner not being in attendance at this time.

UNFINISHED BUSINESS:

Contract-City of Thomson: City Manager Dove reported that the contracts had been updated, signed and returned to the City of Thomson.

Other: There was none at this time.

NEW BUSINESS:

Approval-Museum Policies: City Manager Dove has compiled policies and procedures for the Museum. She presented them to both the Administrative Committee and Community Services Committee; they were approved by both. Council will need to make final approval.

Resolution-Organizational Chart: City Manager Dove reported to Council that per code section 33.11 that the Organizational Chart must by adopted by Resolution. A Resolution has been included for approval.

Other-Executive Session-Legal: Councilman Thigpen made the motion to amend the Agenda to include Executive Session-Legal; 2nd by Councilwoman Root. Motion carried; all in favor.

Councilman Thigpen made the motion to adjourn the Work Session and to go into Executive Session; 2nd by Councilman Blalock. Motion carried; all in favor. Executive Session convened at 6:40 p.m.

Mayor Pro tem Dixon made the motion to adjourn Executive Session; 2nd by Councilwoman Root. Motion carried; all in favor. Executive Session adjourned at 7:08 p.m.

Other-Executive Session-Legal-(cont’d): Mayor Culpepper called for a report of Executive Session; City Attorney Fleming reported that one legal item was discussed and that no final action was taken.

Councilwoman Root made the motion for the approval of the signature of Mayor Culpepper to the Affidavit affirming this report; 2nd by Mayor Pro tem Dixon. Motion carried; all in favor.

Being no further business before Council for discussion, Mayor Culpepper adjourned the Work Session at 7:09 p.m.

The City Council of the City of Harlem, Georgia met for the Regular Meeting on Monday, October 19, 2009 at Harlem City Hall at 7:10 p.m. with Mayor Robert W. Culpepper presiding.

Present: COUNCILMEMBERS: Mayor Robert W. Culpepper, Mayor Pro tem Rudolph Dixon, Councilman Tom Blalock, Councilwoman Robin M. Root, and Councilman John Thigpen; STAFF: City Manager Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Barry Fleming; VISITORS: Mike Rorick, Fred Fischer, Franklin Jennings, Jesse Bowman, Julie Miller, Robert Fields and Phil Turner.

The Meeting was called to order by Mayor Culpepper at 7:10 p.m.

Approval of the Minutes: Councilman John Thigpen made the motion to approve the Minutes of the September 21, 2009 Regular Meeting as written; 2nd by Mayor Pro tem Dixon. Motion carried; all in favor.

Public Comment-Phil Turner-HPC: Mr. Turner addressed Council on behalf of the HPC. He expressed his gratitude to Council for the funding of the Historic District signs and his thanks and gratitude to the Public Works Department for the placement of the signs. Mr. Turner also reported that he spoke with Mr. Starling, but that he still declined to be in attendance for recognition, but was much appreciative.

Approval-Museum Policies: Councilman Thigpen made the motion to approve the Policies and Procedures for the Laurel and Hardy Museum as presented to Council; 2nd by Councilwoman Root. Motion carried; all in favor.

Resolution-Organization Chart: City Manager Dove presented the Resolution to Council. Per code section 33.11, the Organizational Chart for the City of Harlem is to be adopted by Resolution. Councilman Thigpen made the motion to approve the Resolution as presented and to approve for the Mayor to sign it; 2nd by Mayor Pro tem Dixon. Motion carried; all in favor.

Other: City Manager Dove reminded Council about the Theatre marquee lighting being scheduled for October 29, 2009 at 7:00 p.m. with a reception at the Museum.
