Present: COUNCILMEMBERS: Mayor Robert W. Culpepper, Mayor Pro tem Rudolph Dixon, Councilman Tom Blalock, Councilwoman Robin M. Root, and Councilman John Thigpen; STAFF: City Manager Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Barry Fleming; VISITORS: Fred Fischer, Robert Fields, Jesse Bowman, and Phil Turner.

The Work Session was called to order by Mayor Culpepper at 6:30 p.m.

The Invocation was given by Mayor Pro tem Dixon.

The Pledge of Allegiance was led by Mayor Culpepper.

UNFINISHED BUSINESS:

Other: Mayor Culpepper presented Councilman Thigpen with a menu from the Whistle Post Tavern (Conyers).

NEW BUSINESS:

Proclamation-Sue Whiddon Day: The Proclamation is for recognition of November 22, 2009 as “Sue Whiddon Day” for her dedication and service to the community. Council will need to approve.

Proclamation-Military Thanksgiving Day: The Proclamation is for recognition of November 24, 2009 as “Military Thanksgiving Day” as a day to honor those who serve our people and our country. Council will need to approve.

Budget Hearing Date: City Manager Dove informed Council that a Budget Hearing date has been set for November 30, 2009 at 6:00 p.m. at City Hall. The purpose of the Hearing is to present the budget to Council and accept public comment. The Budget will be up for approval at the December Council meeting.

December Council Meeting Date: City Manager Dove is asking that the December Regular Council meeting be change to December 14, 2009 with the Work Session scheduled to begin at 6:30 p.m. and Council to follow immediately after. Council will need to approve the request.

Other: There was none at this time.

Being no further business before Council, the Work Session adjourned at 6:40 p.m.

Harlem City Hall

The City Council of the City of Harlem, Georgia met for the Regular meeting on Monday, November 16, 2009 at Harlem City Hall at 7:00 p.m. with Mayor Robert W. Culpepper presiding.

Present: COUNCILMEMBERS: Mayor Robert W. Culpepper, Mayor Pro tem Rudolph Dixon, Councilman Tom Blalock, Councilwoman Robin M. Root and Councilman John Thigpen; STAFF: City Manager Jean R. Dove, City Clerk Debra E. Moore, and City Attorney Barry Fleming; VISITORS: Fred Fischer, Robert Fields, Jesse Bowman, Phil Turner, Julie Miller, and Bobby Cash.

The meeting was called to order by Mayor Culpepper at 7:00 p.m.

Approval of the Minutes: Mayor Culpepper called for a motion for the approval of the minutes from the October 2009 Regular Meeting, Tax Hearings, and Called Meeting; that motion was made by Councilwoman Root; 2nd by Councilman Thigpen. Motion carried; all in favor.

Special Recognition: Mayor Culpepper recognized Sergeant Robert Cash of the Public Safety Department as employee of the 3rd Quarter of 2009.

Public Comment: There was none at this time.

Department Reports: The following departments gave reports for the month of October 2009:

Other: Mayor Culpepper reported that Harlem High School won state for their one act play. They will be doing a dinner theater at The Acorn on December 11 and 12.

NEW BUSINESS:

Mayor Pro tem Dixon made the motion for the approval of the Proclamation and the signature of the Mayor; 2nd by Councilwoman Root. Motion carried; all favor.

December Council Meeting Date: Councilman Thigpen made the motion to move the December Regular Council meeting to December 14 at 6:30 p.m.; 2nd by Mayor Pro tem Dixon. Councilman Blalock made a motion to amend the original motion to include that the Regular meeting will start at 7:00 p.m. or immediately after the Work Session that will start at 6:30 p.m.; 2nd by Councilwoman Root. Motion carried; all in favor.

The City Council of the City of Harlem, Georgia met on Monday, November 30, 2009 for the required Budget Hearing at Harlem City Hall at 6:00 p.m. with Mayor Robert W. Culpepper presiding.

The Hearing was called to order by Mayor Culpepper at 6:00 p.m.

2010 Budget: City Manager Dove presented the following information for the Budget year ending December 31, 2010:

General Fund $1,801,025.00

Water/Sewer Fund $1,268,500.00

Museum Fund $ 44,600.00

Total Operating Budget $3,114,125.00

The budget will be presented for approval by Council at the December 14, 2009 Regular Meeting.

Public Comment: There was none at this time.

Being no further business before Council, Mayor Pro tem Dixon made the motion to adjourn the meeting; 2nd by Councilman Thigpen. Motion carried; all in favor. The Hearing adjourned at 6:10 p.m.
