City of Harlem Administrative Offices

The City Council of the City of Harlem, Georgia met for a Called Meeting on Friday, August 31, 2007 at 10:30 a.m. at the Administrative Offices of the City of Harlem with Mayor Pro tem Dixon presiding.

Present: COUNCILMEMBERS: Mayor Pro tem Rudolph Dixon, Councilman Tom Blalock, Councilwoman Robin Root, and Councilman John Thigpen; STAFF: City Manager Jean R. Dove and City Clerk Debra E. Moore; ABSENT: Mayor Scott Dean and City Attorney Barry Fleming.

Purpose: Annexation Ordinance #397-1^st and 2^nd Reading

The meeting was called to order by Mayor Pro tem Dixon at 10:30 a.m.

The Invocation was given by Mayor Pro tem Dixon.

Annexation Ordinance #397-1^st and 2^nd Reading: Mayor Pro tem Dixon read the ordinance. This ordinance if for the annexation of the property owner by Jacqueline Alicea (map and parcel 032 023 located at 572 Lamkin Road; 5.18 acres and zoned Agriculture) and the property owner by Larry Prather (map and parcel 032 026A located at Lamkin Road; 67.87 acres and zoned Residential R-1B [Phase II Cornerstone Creek]). The effective date will be September 1, 2007. After the reading, Councilman Blalock pointed out several clerical errors. On line 2, insert “and” after “effective date” and to change the duplication of “Section 2” to read “Section 3”.

Mayor Pro tem Dixon called for a motion to approve this as the 1^st and 2^nd reading of Annexation Ordinance #397 and to approve said ordinance with the aforementioned clerical error corrections; that motion was made by Councilman Blalock; 2^nd by Councilwoman Root. Motion carried; all in favor.

Mayor Pro tem Dixon called for a motion to adjourn the meeting; that motion was made by Councilwoman Root; 2^nd by Mayor Pro tem Dixon. Motion carried; all in favor. The Called Meeting was adjourned at 10:35 p.m.
